Global Data Alliance Welcomes US-Indonesia Agreement to Remove Indonesian Digital Customs Restrictions

WASHINGTON– July 23, 2025 – The Global Data Alliance (GDA) congratulates the Governments of the United States and Indonesia on their agreement to eliminate longstanding digital trade barriers that have undermined bilateral cooperation and digital transformation in Indonesia. Today’s agreement substantially reforms the US-Indonesia digital relationship for the better.

The agreement includes commitments by Indonesia to:

  • Eliminate tariff lines and import declaration requirements on intangible digital products;
  • Support an immediate, unconditional, and permanent extension of the WTO Moratorium on Customs Duties on Electronic Transmissions;
  • Implement its obligations under the WTO Joint Initiative on Services Domestic Regulation; and
  • Provide certainty for cross-border data transfers by recognizing the United States as a jurisdiction offering adequate data protection under Indonesian law.

The GDA thanks the negotiating teams from the United States and Indonesia for their dedication and hard work in achieving a result that advances digital inclusion and economic opportunity.

GDA members – representing companies active across the world in sectors the agriculture, aerospace, automotive, finance, health, media, software, and telecommunications sectors – look forward to building upon this positive bilateral agreement, by working with governments to secure a permanent extension of the WTO Moratorium on Customs Duties on Electronic Transmissions – an objective supported by over 200 industry associations representing 150 WTO members and 20 sectors. The Global Data Alliance wrote the USTR earlier this year to outline strategic digital priorities in any agreement with Indonesia.
